Peter Costello brought down his first budget in August 1996. He was Treasurer
of the newly elected Federal Liberal Party lead by
John Howard and had at last emerged to take office after many years
having at first been elected to the Federal seat of Higgins in 1990.
As if often the case with a federal budget, it was not very popular, and it just happened that at the same time that year the Amorphophallus Titan Arum
at Royal Botanic Gardens Kew in Britain had flowered after many decades -
the plant last put out a bloom in 1926. The flower is well known for its size
and malodorous perfume. The rest you can probably work out!
