Very early in the government's life, the Whitlam Government found that their electoral reforms, in Fred Daly's electoral reform bill, were frustrated by the DLP Leader, Vince Gair, and the Country Party (later National) Leader, Doug Anthony, both parties which some of the reforms would have affected adversely...
